All Council meetings are open to the public and are held on the first and third Tuesday of every month at 6:30 p.m. They are recorded and rebroadcast on Channel 3 on Wednesday and Friday at 10:00 a.m, 3:00 p.m. and 7:00 p.m. the week of the council meeting.
The City of Windom
has been operating under a Home Rule Charter since about 1920. The Government is a Mayor-Council Plan. The Mayor, Council Members-at-Large, and four Council members (two from each ward) are elected for four-year terms.
A City Administrator, who acts as secretary of the Utilities Commission, is appointed by the Mayor and Council.

The City of Windom Charter provides for a “Mayor-Council Plan” form of government. Elected by the people, the City Council and Mayor exercise legislative power and determine all City policies. Advisory boards and commissions gather information and advise the Council on specific issues.
Day-to-day operations are directed by the City Clerk/Administrator who is appointed by the Council and oversees the various departments within the city.
