The information below is intended as a guide to help applicants determine which fees may apply to their projects and the amounts of those fees. If you have any questions about which fees are required, how to calculate building valuation, or fee amounts, please contact the Building & Zoning Office at: 507-831-6125

Building Permit Fees are based on the valuation of the work being performed. Valuations should include all labor and materials required to complete the permitted work including plumbing and mechanical. Valuations should not include: electrical work, demolition and disposal costs, floor coverings, paint or other wall finishes, cabinets, counter tops, landscaping, and roof gutters.
The Building permit fees chart lists the fee amount based on valuation. If the valuation amount is more than an even thousand dollars (such as $1,300), you must round the valuation up to the next $1,000 (which in this example would be $2,000, so the permit fee would be $62.25 plus $1.00 State Surcharge. The total amount due to the City would be $63.25.). For permit valuations not listed on the chart, you will need to follow the calculation instructions at the bottom of Page Two. “Residential Plan Review” is required for new construction and construction of additions. A Residential Plan Review Fee is 35% of the City’s permit fee (not the valuation amount).  A “Plan Review Fee” is not required for interior remodels, repair or replacement work (such as roofing, siding, windows, and doors), decks, accessory buildings, and garages. However, plans are required to be submitted for decks, garages and accessory buildings. Residential Plumbing Permits: Plumbing permits are required for all new water, drain and vent installations. If your project only includes plumbing work, the plumbing permit fee is $49 plus $1 state surcharge. Plumbing Permits are not required to replace existing fixtures such as sinks, toilets, showers and tubs, and electric water heaters. A mechanical permit is required to replace a gas water heater (see below). If plumbing work is included in conjunction with a building project, then the cost of the plumbing work should be added to the project valuation on the Building Permit Application. Commercial Plumbing projects require a building permit and the fee is based on valuation.
Residential Mechanical Permits: Mechanical permits are required when you are replacing or installing new gas-fired appliances (such as a water heater, furnace, fireplace, or garage heater). Mechanical permits are also required for installation of new gas piping for any appliances (including stoves/ovens and clothes dryers). If your project only includes mechanical work, the mechanical permit fee is $49 plus $1 state surcharge. If mechanical work is included in conjunction with a building project, then the cost of the mechanical work should be added to the project valuation on the Building Permit Application. Commercial Mechanical projects require a building permit and the fee is based on valuation.
A “Sewer Connection Inspection Fee” is required whenever you are making a connection to the City’s sewer main. A Sewer Connection Inspection Fee is $150. If you are digging in the City Street, you will also need an Excavate in Street Permit and the City will collect a $300 deposit. The deposit will be refunded if the applicant satisfactorily restores the street surface.
