NOTICE OF PUBLIC HEARING
Amendments to the Windom City Charter
Notice is hereby given that the City Council of Windom, Minnesota, will meet in the Council Chambers of the City Hall, 444 9th Street, at 6:30 p.m. on Tuesday, April 16, 2019, to consider proposed amendments to the Windom City Charter.
The proposed Charter Amendments include revisions to Section 1.02, 2.05, 2.06, 3.08, 5.01, 5.02 and 11.08. The complete text of the proposed amendments is available for review at the City Office at 444 9th Street or on the City website at www.windom-mn.com. Individuals wishing to be heard with reference to the proposed Windom City Charter Amendments are invited to present oral or written comments at the hearing.

Reminder to turn in bingo cards for March!
March Fitness Challenge
Please take advantage of as many activities as possible for this month. We are encouraging you to try physical activities you maybe haven’t before and have the opportunity to now.
Individual goal: To complete as many activities as possible to earn a BINGO! Reminder only ONE ACTIVITY PER DAY will count towards your BINGO card, even if you participate in multiple. We highly encourage you to try as many as you wish though.
Incentive : You must complete a BINGO (vertical, horizontal, and/or diagonal) to meet the minimal requirements for the incentive program. Please return your completed BINGO BOARD to Chelsie at City Hall by April 5th for participation credit toward 2019 $500 Incentive.
Windom Area Fitness Classes
The drop-in rate per class or facility visit will be $4 for City employees during March and April. The first group class is always free! When attending a class or using a day pass for the facility, let them know you are a City of Windom employee. Daily passes must be obtained during staffed hours 8am-6pm.

The National Weather Service in Sioux Falls has provided a forecast for the Des Moines River in Windom a crest of 23 feet sometime Monday or Tuesday. This would be similar to the flood of September 2010, and about 4 tenths of a foot lower than the July of 2018 flood.
The City of Windom will prepare for the flood by filling 25,000 sandbags. 15,000 of these bags will be reserved for protecting public infrastructure. We plan to start filling sandbags at 10AM Thursday and finish up starting at 10AM Friday.
Volunteers are needed!! If you would like to volunteer, come to the Arena parking lot and sign-in with the coordinator. Wear pants, gloves and closed toe shoes. If you have a shovel, you can bring one of those too.
Island Park and Mayflower Park will be closed until further notice. Barricades will be going up at the Island Park entrance this afternoon. Please stay out of the parks for your own safety!
More information will be coming as we get closer to the crest period.
ORDINANCE NO. 176, 2ND SERIES
AN ORDINANCE OF THE CITY OF WINDOM, MINNESOTA, AMENDING CITY CODE TITLE XI: BUSINESS REGULATIONS, CHAPTER 111: AMUSEMENTS AND RECREATION
THE CITY COUNCIL OF THE CITY OF WINDOM, MINNESOTA, DOES ORDAIN: TO REVISE CHAPTER 111: AMUSEMENTS AND RECREATION, SECTION 111.048 DANCES – APPLICATION AND LICENSE, BY REMOVING THE EXISTING SECTION (F) AND REPLACING IT WITH THE FOLLOWING:
111.048 APPLICATION AND LICENSE.
(F) At least one officer of the law shall be designated by the Chief of Police to provide a presence at every public dance while the dance is being held. If needed, at his/her discretion the Chief of Police may require the presence of two officers. For purposes of this division (F), the term OFFICER OF THE LAW means any person who is a full-time peace officer, part-time peace officer or person deputized by the Chief of Police.
EFFECTIVE DATE OF ORDINANCE. This ordinance becomes effective from and after its passage and publication.
Adopted by the City Council of the City of Windom, Minnesota, this 2nd day of April, 2019.
